If a donor selects to be billed annually, the dropdown should show a different number of installments from if the donor chooses to be billed monthly. For example, if I'm running a 5 year capital campaign, a donor can be billed 5 times (annually) or for 60 months (monthly). Currently, the minimum amount doesn't allow for this. It only allows for 1 frequency.
