The velocity check flags (and sometimes causes failure for) multiple payments from the same payer within >30 seconds of each other. This makes sense for donations but not for tuition.
Families with multiple children in our school are faced with error messages when completing their enrollment contracts one after the other. It's obviously better for them and for us for it to be as quick and easy as possible to get their contracts done and secure their tuition commitment.
We've moved to BBBM this year and given that forces us to use BBMS for payments, the process needs to be as painless and intuitive as possible.
