Since BBMS gateways can be used for a variety of purposes beyond donations, add an option to allow the gateway to pass along processing fees to the user rather than charging the fee to the institution.
I would like to be able to set up our non-donation account so that the credit and debit card processing fees are added to the payer's cc or dc.
